Sr Property Management Agent

Atkins has been providing infrastructure planning, engineering, construction, environmental consulting, urban planning, architecture, and program management services to public and private clients across the United States for more than 50 years.

Atkins seeks an energetic and highly motivated self-starter to join our Jacksonville, FL office as a Sr Property Management Agent.

Major Function/Role

• Under direction, provides expertise in right-of-way acquisition and production functions, including complex negotiations, project analysis and scheduling, valuation services and property analysis, and development of asbestos abatement plans, technical assistance and consultations.

Job Duties

• Involves the review, coordination and management of various right of way activities and the negotiation of issues, which may at times be complex and controversial, between consultant and client.
• Tasks usually require the use of analysis, interpretation, and deductive reasoning.
• Manage the disposal of all improvements acquired for right of way purposes ensuring timely clearance of the right of way consistent with the predetermined contract letting date.
• Manage the sale or rental of surplus property in a manner that will most effectively benefit the public and recapture the maximum return.
• Make field trips as required to verify and update by visual inspection, the inventory of real and personal property acquired by the Department.
• Complete various research for customers inside and outside of the Department to include pulling maps and reviewing files for a timely response.
• Request, monitor and ensure that all asbestos activities as they relate to buildings acquired on the right of way corridors are concluded in a timely manner and in accordance with the terms of the contract.
• Make field trips as required to update by visual inspection the need for extermination, maintenance and/or security services.
• Request, monitor and ensure that any needed maintenance and/or security services are concluded in a timely manner in accordance with the terms of the new contract.
• Prepare new lease agreements, process rental payments and monitor when lease payments, insurance certificates and fair market rent values are due.
• Prepare and track routers to include potential surplus of FOOT property and road closures of city streets.
• Prepare salvage value estimates of improvements by visual inspection, comparison to similar improvements previously sold, reviewing the approved appraisals and obtaining estimates from various sources.
• Prepare contracts, advertisements and accept bids for demolition and removal of improvements and abatement of asbestos containing materials.

Education and Experience

• Bachelor's degree in Real Estate, Business Administration, or other related field plus seven years of professional experience in real estate, property management, or other related areas.
• Without a degree, seventeen years professional experience in real estate, property management or other related areas is required.
• Experience with Property Management in the Right of Way industry is preferred. 
• Experience working with surplus property disposition and/or development permitting is highly desirable.

Special Skills

• Bachelor's degree in Real Estate, Business Administration, or other related field plus seven years of professional experience in real estate, property management, or other related areas.
• Without a degree, seventeen years professional experience in real estate, property management or other related areas is required.
• Candidate should be able to work both independently and while carrying out specific instructions given by the client. 
• Candidate will frequently work/communicate with the client, land developers, attorneys and other government and municipal agencies. 
• Prior experience with FDOT is highly preferable. 

Professional Registrations

• Licensed by the state's Real Estate Commission and Appraisal Board.
• Exceptions must be approved by the Director of Operations or Group President.

Additional Requirements 

• Ability to interpret and apply FDOT right of way policies, procedures, regulations and statutes.
• Ability to interpret and apply federal rules and regulations.
• Ability to deal with the public in a tactful and courteous manner. 
• Skilled in reading right of way maps and construction plans.
