Insights Palm Concepcion Power Corporation Thermal Power Plant

Our client Palm Concepcion Power Corp. (PCPC) is building one of the most advanced and fuel-efficient coal-fired power plants in the Philippines. The 270-megawatt state-of-the-art facility will address the increasing electricity needs across the rapidly growing Visayan Islands. It will significantly improve power quality, security, reliability and costs.

The plant will be constructed in two stages; each consisting of a 1x135MW generating plant utilizing Indonesian coal as primary fuel (with local coal as back-up fuel) and Circulating Fluidized Bed Combustion (CFBC) technology. The first stage of the project, which includes common facilities for both units, a boat jetty and a 40-km transmission line, is anticipated to be in commercial operation by the third quarter of 2016. The second phase will commence six months later.
The proposed plant will be located in Barangay Nipa, Municipality of Concepcion, on the northeast shoreline of Iloilo Province, allowing for interconnection to both the West Grid (Antique and Iloilo) and the North Grid (Capiz and Aklan). Power generated by the plant will be sent to the Visayas Grid on the islands of Panay and Negros.

AtkinsRéalis will provide technical advisory services from the engineering stage through to completion of the project. Its detailed engineering services will include the review and evaluation of Engineering, Procurement and Construction (EPC) specifications, system design parameters and operating features, as well as the development of conceptual layouts.
Using advanced Circulating Fluidized Bed Combustion (CFBC) and reheat technologies will significantly reduce the plant’s environmental footprint. The project relies on local talent, materials and services. It also includes a commitment to reforest 100 hectares of land on Panay Island.
