Atkins is currently seeking a highly motivated self-starter to join our Oak Ridge Team as a Contracts Administrator II.


Job Description:


The Contract Specialist shall provide subject matter expertise in contracting to support the development of fee plans, evaluation of change orders and development of recommended Senior Management Change Control Board contracting officer determinations.


Conduct assessments, surveillances and oversight activities of the M&O contractor’s compliance with contract terms and conditions, including adherence to their Organizational Conflict of Interest Plan, develop draft contract administration documents, evolving and tracking contract performance measures, monitor flow down of contract terms and conditions and evaluation of proposed contract changes. (75%)


Participate in M&O contractor meetings (e.g. Baseline Change Control Boards, Senior Management Change Control Board, etc.) as part of oversight of the M&O contractor. (25%)

Perform tasks above through (but not limited to) interviews, document reviews, engagement with contractor and Federal staff, including meetings, planning sessions, reporting activities based on description provided above.

Document results in an appropriate form in accordance with client procedures and as requested by the federal staff.

Appropriate forms may include letters, presentations, white papers, assessment reports, issue statements, comment/resolution matrices and/or others as specified by the Contracting Officer.

When a report form is defined, the final report will be a written report documenting the review process, conclusions and recommendations for areas reviewed.



Job Requirements:

Must be able to interface with government program representatives on high-level technical and project issues.


Ability to successfully make quick decisions and meet goals while working under severe time constraints.


Demonstrated ability to be creative with a keen attention to detail.


Possess communication and interpersonal skills.


Possess planning, organizational, and analytical skills.


Possess the technical knowledge to work with multiple functional areas and offices in order to provide comprehensive recommendations.


Ability to multi-task between changing requirements and priorities.


Requires a motivated self-starter who pays attention to details to support assignments while functioning in a time-sensitive, fluid environment.


Position may on occasion require unscheduled or extended work hour.

Education/Experience:


Bachelor’s Degree in Business, Accounting or related field.


7 years of experience in Government Contracting, DOE preferred.


The work requires in depth or broad knowledge of Department of Energy Acquisition Regulation.


Successful candidates must be proficient in Adobe Acrobat, and Microsoft (MS) Office. 

 
Knowledge of the Strategic Integrated Procurement Enterprise System (STRIPES) is a plus. 

 

Preferred Experience:


Expert knowledge on the preparation of critical design (CD) packages and compliance with DOE O 413.3B requirements and processes is preferred.


14 years of industry related experience.


Knowledge and experience with technologies and systems expected to be used at UPF or from other DOE projects.


Knowledge and experience of uranium processing.



Certifications:

 

None required but PE preferred
