Sr. Tolls Business Analyst - System Operations Focus

SNC-Lavalin Business seeks an energetic and highly motivated self-starter to join our team in Austin, TX as a Senior Tolls Business Analyst -System Operations Focus supporting the Texas Department of Transportation (TxDOT).

 

The ideal candidate will have a background in business and/or revenue collection operations management as a business analyst, systems manager or financial manager/analyst.



MAJOR FUNCTION/ROLE
 

Under supervision, applies business and system operations knowledge to the investigation of transportation financial planning and operational needs and problems, coordination of Toll project activities, and the preparation of reports and documentation. Carries out job functions within small, project-oriented, multidisciplinary teams of toll professionals and supports direct interaction with clients within the context of project meetings, financial reviews, operations- and system-related activities, and project production and delivery. Major results expected include high-quality written, verbal and graphical deliverables in the form of technical reports, progress reports and other related documentation.

 
 
JOB DUTIES
  • Applies system knowledge and operational principles to solve specific toll-related problems.
  • Assists in the design and development of toll system / operational concepts and analyses, including requirements analysis, as well as communication of concepts.
  • Researches feasibility of alternative approaches, other toll implementations and cost analyses.
  • Writes reports, participates in presentations, discusses concepts and deliverables with clients, and participates in quality-control checks.
  • Facilitates activities between client and other vendors, including software/system vendors and operations vendors.
  • Coordinates with various departments within the organization (both client and consultant staff) to implement approved recommendations, ensuring that all parties understand the proposed solution, document requirements accurately and execute the implementation plan in a timely manner.
  • Monitors operational and software systems, providing feedback to client and vendors on the result of changes to business processes or software systems.
  • Analyzes information that is generated from the roadside (toll equipment) and back office system (BOS) to troubleshoot issues.
  • Analyzes business rules and procedures (roadside and back office) to optimize revenue collection and/or minimize negative customer impacts.
  • Proposes solutions, quantify expected results and present recommendations to the client's senior management team.
  • Analyzes solutions provided by client or other vendors, providing thoughtful analysis and recommendations.
  • Prepares and maintains appropriate documentation for project analyses.
  • Compiles data and prepares progress reports.
  • Performs such assignments and duties as the Supervisor may deem necessary from time to time.


EDUCATION AND EXPERIENCE
  • B.S. degree in Business, Information Technology or another subject related to Toll Revenue Collection Business Operations / Systems (incl. Back Office and/or Customer Service Center), such as Accounting, Finance, Computer Science, or Engineering. Toll-related Master's degree / MBA can substitute for one year of experience.
  • This level may be achieved by candidates with four (4) years’ experience since Bachelor's or three (3) years since toll-related Master's/MBA. Relevant work experience would provide exposure to toll revenue collection operations, including toll collection systems and sub-systems, electronic payment, or information and communication technologies.
  • Without a degree, a minimum of ten (10) years of relevant experience required.


SPECIAL SKILLS
  • Position requires strong analytical ability, organizational skills, and technical troubleshooting skills.
  • Strong technical writing and communication skills essential, including ability to present concepts verbally.
  • Strong personal computer skills and proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Access is required. SQL skills are preferred.
  • Position requires ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally. Good interpersonal skills are essential to interact effectively.
